He is currently serving as representative of the 2nd district of Ilocos Norte since 2019. He was served as vice governor of Ilocos Norte from 2010 to 2019. He is the nephew of former President Ferdinand Marcos and first cousin of current President Bongbong Marcos.
==Early life== Barba was born on December 13, 1958, in Paco, Manila to Marcelino Bonoan Barba and Fortuna Edralin Marcos, the youngest sister of then-representative Ferdinand Marcos.
