Budds was born in Queens County, Ireland in 1809.<ref>{{cite news|newspaper=The Argus |date=26 July 1893|page=1|url=http://trove.nla.gov.au/newspaper/article/8674391|title=Deaths}}</ref> He emigrated to Australia in 1837 and married Elisa Morrison in Launceston, Tasmania that same year,<ref>Tasmanian Marriage Index</ref> before settling in Victoria. He died in 1893 at the age of 84 at his residence in Highett Street, Richmond.
