Chaplin was a [[Conservative Party of Canada (historical)|Conservative]] member of the [[House of Commons of Canada]]. He was born in [[Clarington, Ontario|Port Granby, Ontario]] and became a manufacturer.
The son of William Lamont Chaplin and Harriet Dew, he was educated in [[St. Catharines, Ontario]] and [[Toronto|Toronto, Ontario]].<ref name="johnson">{{cite book |title=The Canadian Directory of Parliament 1867-1967 |last=Johnson |first=J.K. |year=1968 |publisher=Public Archives of Canada}}</ref>
Chaplin was managing director and secretary-treasurer for the [[Chatham-Kent, Ontario|Chatham, Ontario]] based Hayes Wheel Company of Canada <ref name=CPG26 /> and was first elected to Parliament at the [[Kent (Ontario federal electoral district)|Kent, Ontario]] riding in the [[1925 Canadian federal election|1925 general election]]. After serving one term in Parliament, Chaplin was defeated in the [[1926 Canadian federal election|1926 federal election]] by [[James Rutherford (Canadian politician)|James Rutherford]] of the [[Liberal Party of Canada|Liberal party]].
His brother [[James Dew Chaplin|James Dew]] and his nephew [[Gordon Chaplin]] also served in the House of Commons.
