ARTBO was created as a nonprofit project to promote Colombia's culture and arts both locally and abroad through the participation of key Colombian art galleries as well as international galleries.

Since 2012, under the direction of María Paz Gaviria, ARTBO Fair has grown in size to becoming Latin America's second largest art fair, next to Zona Maco in Mexico.<ref>{{Cite web|url=https://news.artnet.com/market/artbo-2016-latin-american-fairs-722507|title=ArtBo Strengthens Bid to Lead Latin American Art Fairs|date=27 October 2016|website=artnet News|access-date=10 February 2019}}</ref> Internationally, ARTBO Fair is sometimes referred to as the "Art Basel of Latin America".<ref>{{Cite news|url=https://nymag.com/travel/urbanist/an-alternative-art-tour-of-bogot.html|title=Bogotá’s Art Scene Is on Fire – These Are the Galleries to Know|last=Gill|first=Nicholas|work=Travel on New York Magazine|access-date=10 February 2019}}</ref>
