In 1989, he became one of the founders of [People's Movement of Ukraine](/source/People's_Movement_of_Ukraine) (Rukh) and served as a [People's Deputy of Ukraine](/source/People's_Deputy_of_Ukraine) from 1990 to 2006 and from 2007 to 2012,<ref name=minister>{{Cite web |url=https://www.loc.gov/bicentennial/bios/democracy/bios_kostenko.html |title=Untitled Document |website=[Library of Congress](/source/Library_of_Congress) |access-date=2017-12-29 |archive-date=2016-03-04 |archive-url=https://web.archive.org/web/20160304054832/http://www.loc.gov/bicentennial/bios/democracy/bios_kostenko.html |url-status=dead }}</ref><ref>{{cite web |url=http://www.pravda.com.ua/en/news/2007/11/5/9329.htm |title=The Makeup of the New Verkhovna Rada / Ukrayinska Pravda |access-date=June 11, 2008 |url-status=dead |archive-url=https://web.archive.org/web/20080317182108/http://www.pravda.com.ua/en/news/2007/11/5/9329.htm |archive-date=2008-03-17 }}</ref> and in 2002 as a member of [Our Ukraine](/source/Our_Ukraine_(political_party)).<ref>http://gska2.rada.gov.ua:7777/site/dep_eng/Kostenko_Y.HTM{{dead link|date=July 2016 |bot=InternetArchiveBot |fix-attempted=yes }}<nowiki/>{{Dead link|date=December 2023}}</ref> From 1992 to 1998, he served as the minister of environmental protection.<ref name=minister/> Kostenko was a candidate at the [1999 Ukrainian presidential election](/source/1999_Ukrainian_presidential_election) where he received 2.17% of votes.<ref name=C2010/> Kostenko was involved in [Ukraine’s nuclear disarmament](/source/Nuclear_weapons_and_Ukraine), which he later regretted, and in dealing with the aftermath of the [Chernobyl disaster](/source/Chernobyl_disaster).<ref name=nuclear>[http://www.kyivpost.com/news/politics/detail/57059/ Kostenko will pick up votes in west, but not in other regions], [Kyiv Post](/source/Kyiv_Post) (14 January 2010)</ref>

Before the [2006 Ukrainian parliamentary election](/source/2006_Ukrainian_parliamentary_election) Kostenko initiated the creation of a coalition known as [Ukrainian National Bloc of Kostenko and Plyushch](/source/Ukrainian_National_Bloc_of_Kostenko_and_Plyushch) who has acquired 1.9% of the vote and did not exceed the 3% threshold of the election.

In July 2007 Kostenko and [Ivan Plyushch](/source/Ivan_Plyushch) joined together the bloc [Our Ukraine–People's Self-Defense Bloc](/source/Our_Ukraine%E2%80%93People's_Self-Defense_Bloc) and both got re-elected as People's Deputy of Ukraine. Unlike many allies of Yushchenko, Kostenko did not defect from the Our Ukraine grouping in parliament.<ref name=nuclear/>

Kostenko was a candidate in the [2010 Ukrainian presidential election](/source/2010_Ukrainian_presidential_election), his party program included recognizing [Ukrainian Insurgent Army](/source/Ukrainian_Insurgent_Army) veterans,<ref name=nuclear/> during the election, he received 0.22% of the votes.<ref>{{in lang|uk}} [http://gazeta.ua/index.php?id=324402 ЦВК оприлюднила офіційні результати 1-го туру виборів], Gazeta.ua (25 January 2010)</ref>

Kostenko's [Ukrainian People's Party](/source/Ukrainian_People's_Party) competed on one single party under "umbrella" party [Our Ukraine](/source/Our_Ukraine_(political_party)) in the [2012 Ukrainian parliamentary election](/source/2012_Ukrainian_parliamentary_election), together with [Congress of Ukrainian Nationalists](/source/Congress_of_Ukrainian_Nationalists); this list won 1.11% of the national votes and no constituencies, and thus failed to win parliamentary representation.<ref name=Ukrelct2012resCECU>{{in lang|uk}} [http://www.cvk.gov.ua/vnd2012/wp300pt001f01=900.html Proportional votes] {{webarchive |url=https://web.archive.org/web/20121030000000/http://www.cvk.gov.ua/vnd2012/wp300pt001f01=900.html |date=October 30, 2012 }} & [http://www.cvk.gov.ua/vnd2012/wp039pt001f01=900.html Constituency seats] {{webarchive |url=https://web.archive.org/web/20121105073259/http://www.cvk.gov.ua/vnd2012/wp039pt001f01=900.html |date=November 5, 2012 }}, [Central Election Commission of Ukraine](/source/Central_Election_Commission_of_Ukraine)</ref><ref>{{Cite web|url=http://ukranews.com/uk/news/ukraine/2012/07/31/75903|title=НУ, УНП и КУН объединились в "Союз патриотических сил" для участия в выборах|date=31 July 2012}}</ref> Kostenko was second the election list of Our Ukraine.<ref>{{in lang|uk}} [https://www.bbc.com/ukrainian/politics/2012/07/120731_nasha_ukraina_election_list_sd "Наша Україна" хоче бути альтернативою усім учасникам виборів ''"Our Ukraine" wants to be an alternative to all election participants ''], [BBC Ukrainian](/source/BBC_Ukrainian) (31 July 2012)</ref> He did not participate in the [2014 Ukrainian parliamentary election](/source/2014_Ukrainian_parliamentary_election).<ref>{{in lang|uk}} [http://www.cvk.gov.ua/pls/vnd2014/WP401E?pt001f01=910&lit=75&current_row=601 Alphabetical Index of candidates in 2014 Ukrainian parliamentary election], [Central Election Commission (Ukraine)](/source/Central_Election_Commission_(Ukraine)).</ref>
