**Xie Fuzhan** ([Chinese](/source/Simplified_Chinese_characters): [谢](https://en.wiktionary.org/wiki/%E8%B0%A2)[伏](https://en.wiktionary.org/wiki/%E4%BC%8F)[瞻](https://en.wiktionary.org/wiki/%E7%9E%BB); born 9 August 1954)[1] is a Chinese economist and politician who served as the President of the [Chinese Academy of Social Sciences](/source/Chinese_Academy_of_Social_Sciences) and the [Communist Party Secretary](/source/Communist_Party_Secretary) and [governor of Henan](/source/Governor_of_Henan). Before that, he was the Director of China's [National Bureau of Statistics](/source/National_Bureau_of_Statistics_of_China) and the [State Council Research Office](/source/State_Council_Research_Office).[2][3][4]

Xie has an accomplished academic career. He has published many articles in newspapers and journals, held a professorship at his alma mater [Huazhong University of Science and Technology](/source/Huazhong_University_of_Science_and_Technology), and twice won China's [Sun Yefang](/source/Sun_Yefang) Economics Prize.[1][5]

## Biography

Xie Fuzhan was born in [Tianmen](/source/Tianmen), Hubei. After graduating from [Huazhong University of Science and Technology](/source/Huazhong_University_of_Science_and_Technology) of [Wuhan](/source/Wuhan) in 1980, he worked as a reporter for the *[People's Daily](/source/People's_Daily)* for three years. He then went back to school, obtaining a master's degree in engineering from the Machinery Industry Automation Research Institute in 1986. Afterwards he joined the [Development Research Center](/source/Development_Research_Center_of_the_State_Council) (DRC) of the [State Council of China](/source/State_Council_of_China).[5][4]

Xie spent most of the next two decades at the DRC, where he led or participated in numerous research projects. He also went abroad to further his studies. From 1991 to 1992 Xie was a [visiting scholar](/source/Visiting_scholar) at the economics department of [Princeton University](/source/Princeton_University), and then completed an executive program at the [John F. Kennedy School of Government](/source/John_F._Kennedy_School_of_Government) at [Harvard University](/source/Harvard_University). In 2006 he completed another executive program at the [Judge Business School](/source/Judge_Business_School) of the [University of Cambridge](/source/University_of_Cambridge).[5] From 1999 to 2006 Xie was the deputy director of the DRC.[3]

In October 2006 Xie Fuzhan was appointed commissioner of the [National Bureau of Statistics](/source/National_Bureau_of_Statistics_of_the_People's_Republic_of_China) (NBS), replacing [Qiu Xiaohua](https://en.wikipedia.org/w/index.php?title=Qiu_Xiaohua&action=edit&redlink=1) who had been fired for corruption. He held the position until September 2008.[2][3][4] As commissioner he advocated new statistical methods for improving quality of the data. He openly refused to make forecasts for China's economy for fear that any such forecast could affect the data collection.[5]

In June 2008 Xie was appointed director of the [State Council Research Office](/source/State_Council_Research_Office). In March 2013 he was appointed [Deputy Communist Party Secretary](/source/Deputy_Communist_Party_Secretary) of [Henan](/source/Henan) in central China, and was elected Governor by the Henan Provincial Congress in April.[2][3] On 26 March 2016, he was elevated to [Party Secretary of Henan](/source/Party_Secretary_of_Henan), replacing [Guo Gengmao](/source/Guo_Gengmao).[6]

In March 2018, Xie was appointed the President of the [Chinese Academy of Social Sciences](/source/Chinese_Academy_of_Social_Sciences).[7]

Xie was a member of the [Central Commission for Discipline Inspection](/source/Central_Commission_for_Discipline_Inspection) of the [17th](/source/17th_Central_Committee_of_the_Chinese_Communist_Party) [Central Committee of the Chinese Communist Party](/source/Central_Committee_of_the_Chinese_Communist_Party), and is a full member of the [18th](/source/18th_Central_Committee_of_the_Chinese_Communist_Party) and [19th Central Committees](/source/19th_Central_Committee_of_the_Chinese_Communist_Party).[2]

## Academic career

Xie Fuzhan is a prominent economist who has won several major awards. He is a prolific writer whose articles have been published at many newspapers and academic journals. His major research areas include [macroeconomic](/source/Macroeconomics) policies, economic development, and enterprise reform.[5] He worked on a number of significant research projects in collaboration with the [World Bank](/source/World_Bank), the [United Nations Development Programme](/source/United_Nations_Development_Programme), and the [Asian Development Bank](/source/Asian_Development_Bank). He has been an advisor to the [Chinese Academy of Social Sciences](/source/Chinese_Academy_of_Social_Sciences), a professor and doctoral student advisor at his alma mater [Huazhong University of Science and Technology](/source/Huazhong_University_of_Science_and_Technology), and an adjunct faculty member at [Tsinghua University](/source/Tsinghua_University). In 2007 he was one of the three vice chairmen of the [UNESCO](/source/UNESCO) Statistical Commission.[5]
