Smallman was the son of [Francis Smallman](/source/Francis_Smallman) and his wife Susan Clarke, widow of John Clarke of London, and daughter of Fabian of Essex.<ref name=Whitney>{{cite web|url=http://wiki.whitneygen.org/wrg/index.php/Family:Whitney,_Lucy_(c1609-1673)|title=Family:Whitney, Lucy (c1609-1673)|work=whitneygen.org|access-date=13 December 2014}}</ref> His father was a lawyer who acquired [Kinnersley Castle](/source/Kinnersley_Castle).<ref>{{cite web|url=http://wiki.whitneygen.org/wrg/index.php/Archive:Castles_of_Herefordshire|title=Archive:Castles of Herefordshire|work=whitneygen.org|access-date=13 December 2014}}</ref>

In April 1640, Smallman was elected [Member of Parliament](/source/Member_of_Parliament) for [Leominster](/source/Leominster_(UK_Parliament_constituency)) in the [Short Parliament](/source/Short_Parliament).<ref name=Willis>{{Cite Notitia Parliamentaria|converted=1|part=2|pages=229–239}}</ref> Smallman was one of the "Nine Worthies" – nine justices who formed the royalist leadership in Herefordshire in the summer of 1642. The other "worthies" were Sir William Croft, Wallop Brabazon, Thomas Wigmore of Shobden,  Thomas Price of Wisterdon, [Fitzwilliam Conningsby](/source/Fitzwilliam_Conningsby),

Smallman married Lucy Whitney daughter of Sir Robert Whitney on 29 September 1631 at St. Giles Cripplegate. They had two daughters: Constance, and Lucy who married [James Pytts](/source/James_Pytts) of [Kyre Hall](/source/Kyre_Hall) and inherited Kinnersley.  Smallman's widow remarried in about 1648, to John Booth, son of John and Margery (Waiden) Booth of Durham.<ref name=Whitney/>
