Born in [Montreal](/source/Montreal), [Quebec](/source/Quebec), he was first elected to the [House of Commons of Canada](/source/House_of_Commons_of_Canada) representing the [Quebec](/source/Quebec) riding of [Missisquoi](/source/Missisquoi_(federal_electoral_district)) in the [1911 federal election](/source/1911_Canadian_federal_election). A [Liberal](/source/Liberal_Party_of_Canada), he was re-elected in [1917](/source/1917_Canadian_federal_election), [1921](/source/1921_Canadian_federal_election), [1925](/source/1925_Canadian_federal_election), and [1926](/source/1926_Canadian_federal_election). In June 1930, he was appointed a [Minister without Portfolio](/source/Minister_without_Portfolio) in the cabinet of [MacKenzie King](/source/MacKenzie_King). He was defeated in the [July 1930 federal election](/source/1930_Canadian_federal_election).
