He played professionally for English club [Exeter City](/source/Exeter_City_F.C.) before dropping into non-league football.

==Career==
On 5 January 1999, Waugh made his debut for [Exeter City](/source/Exeter_City_F.C.) as a substitute in a 3–1 win over [Southend United](/source/Southend_United_F.C.) in an [EFL Trophy](/source/EFL_Trophy) match. He then made his league debut four days later as an 86th minute substitute in a 4–0 win over [Swansea City](/source/Swansea_City_A.F.C.) in a [Football League Third Division](/source/Football_League_Third_Division) match.<ref>{{soccerbase|16106}}</ref>
