**Walter Franklin McLean**, [PC](/source/King's_Privy_Council_for_Canada) (born April 26, 1936) is a former [Canadian](/source/Canadians) politician.

Born in [Leamington, Ontario](/source/Leamington%2C_Ontario), he grew up in [Victoria](/source/Victoria_BC) [British Columbia](/source/British_Columbia), the son of James Walter Lewis McLean (1905–1998), a [Presbyterian](/source/Presbyterian_Church_in_Canada) minister, and Frances D. Blair McLean. He studied at the [University of British Columbia](/source/University_of_British_Columbia) and [Toronto](/source/Toronto)'s [Knox College](/source/Knox_College%2C_University_of_Toronto). Walter and his wife Barbara were designated as Presbyterian [missionaries](/source/Missionary); Walter was the first [CUSO](/source/CUSO) coordinator in [Nigeria](/source/Nigeria) in 1962.

Following the [civil war in Nigeria](/source/Nigerian_Civil_War), the McLeans returned to Canada, and settled in [Winnipeg](/source/Winnipeg), [Manitoba](/source/Manitoba), where Walter was involved in that province's 1970 Centennial Celebrations.

In 1971, the family moved to [Waterloo](/source/Waterloo%2C_Ontario), [Ontario](/source/Ontario), and Walter became the Minister of [Knox Church](https://en.wikipedia.org/w/index.php?title=Knox_Presbyterian_Church_(Waterloo)&action=edit&redlink=1), and involved in local affairs. He was elected to the [House of Commons of Canada](/source/House_of_Commons_of_Canada) as a [Progressive Conservative](/source/Progressive_Conservative_Party_of_Canada) candidate in the [1979 federal election](/source/1979_Canadian_federal_election) in the riding of [Waterloo](/source/Waterloo_(federal_electoral_district)). He was re-elected in the [1980](/source/1980_Canadian_federal_election), [1984](/source/1984_Canadian_federal_election) and [1988 elections](/source/1988_Canadian_federal_election). He retired from politics in [1993](/source/1993_Canadian_federal_election).

From 1984 to 1985, he was [Secretary of State for Canada](/source/Secretary_of_State_for_Canada), and from 1985 to 1986, he was Minister of State (Immigration).

He has represented Canada as the Parliamentary Delegate to the [United Nations General Assembly](/source/United_Nations_General_Assembly), and as Special Representative for African and Commonwealth Affairs.

Within the Presbytrerian Church in Canada, he is now a "Minister in Association" with Knox Waterloo. He was co-ordinator of the "Celebrate 125" festivities in 1999–2000. He was rewarded with a [Doctor of Divinity](/source/Doctor_of_Divinity) degree from Knox College in 2002. His wife Barbara has also served in the Church as Presbytery Clerk in the Waterloo-Wellington [Presbytery](/source/Presbytery_(church_polity)), and in the national Church as Deputy Clerk of the Presbyterian Church in Canada's General Assembly from 1992 to 2003.
