Ingram was born in [Auckland](/source/Auckland), [New Zealand](/source/New_Zealand), and initially raised in [Samoa](/source/Samoa) and then [Rarotonga](/source/Rarotonga).<ref name=cinbio>{{cite web |url=http://www.cinews.co.ck/2010/June/Wed09/other.htm#1006080606 |title=Ingram to be farewelled today |publisher=Cook Islands News |date=2010-06-08 |access-date=2010-06-13 |url-status=dead |archive-url=https://web.archive.org/web/20100617223024/http://www.cinews.co.ck/2010/June/Wed09/other.htm#1006080606 |archive-date=17 June 2010}}</ref>  He was educated at Avarua Side School, and then [Mt Albert Grammar School](/source/Mt_Albert_Grammar_School) in Auckland for his secondary education.<ref name=cinbio/>  He studied law, and was accepted to the bar in New Zealand in 1974, and the Cook Islands in 1975.<ref name=cinbio/>

In 1993, Ingram became the Cook Islands' first High Commissioner to Australia.<ref name=cinbio/>  He retired to Auckland in 1996.
