He previously served as the representative of the [first district of Zamboanga del Sur](/source/Legislative_districts_of_Zamboanga_del_Sur) in the [14th](/source/14th_Congress_of_the_Philippines), [15th](/source/15th_Congress_of_the_Philippines) and [16th Congress of the Philippines](/source/16th_Congress_of_the_Philippines).<ref>{{Cite web|url=http://www.congress.gov.ph/members/search.php?congress=14&id=yu|title=House of Representatives House Members}}</ref> He signed the [https://pnl-law.com/blog/house-resolution-1109-re-constitutional-amendment-or-revision/ House Resolution 1109] calling for a constituent assembly to amend the Constitution.

During the [2019 Elections](/source/2019_Philippine_general_election), he defeated Antonio H. Cerilles by almost 100,000 votes and became Governor of Zamboanga del Sur, ending the latter’s 18-year tenure as provincial governor.

He is the son of Paking Yu of Zamboanga Motors and Ramona Fishing Corporation based in [Pagadian](/source/Pagadian). He is married to [Divina Grace Cabardo](/source/Divina_Grace_Yu); they have three children.{{citation needed|date=July 2022}}
