**Valerio Valeri** (7 November 1883 – 22 July 1963) was an Italian [Cardinal](/source/Cardinal_(Catholicism)) of the [Catholic Church](/source/Catholic_Church). He served as [Prefect](/source/Prefect) of the [Sacred Congregation for Religious](/source/Congregation_for_Institutes_of_Consecrated_Life_and_Societies_of_Apostolic_Life) in the [Roman Curia](/source/Roman_Curia) from 1953 until his death, and was elevated to the [cardinalate](/source/Cardinal_(Catholicism)) in 1953 by [Pope Pius XII](/source/Pope_Pius_XII).

[President Charles de Gaulle](/source/Charles_de_Gaulle) insisted that Valeri be removed as [Apostolic Nuncio to France](/source/Apostolic_Nuncio_to_France) (1936-1944) for collaborating with the [Vichy regime](/source/Vichy_France).[1][2]

## Biography

Valerio Valeri was born in [Santa Fiora](/source/Santa_Fiora), and studied at the [Roman-Pio Seminary](/source/Roman-Pio_Seminary) and the [Pontifical Roman Athenaeum *S. Apollinare*](/source/Pontifical_Roman_Athenaeum_S._Apollinare), where he was made a [professor](/source/Professor) in 1904. [Ordained](/source/Holy_Orders) to the [priesthood](/source/Priesthood_(Catholic_Church)) on 21 December 1907, he then taught at the Pontifical Regional [Seminary](/source/Seminary) in [Fano](/source/Fano) until 1909. After serving as a military [chaplain](/source/Chaplain) during [World War I](/source/World_War_I), Valeri entered the [Roman Curia](/source/Roman_Curia), as a staff member of the [Secretariat of State](/source/Secretariat_of_State_(Vatican)), in 1920. From 1921 to 1927, he was [auditor](/source/Auditor_(ecclesiastical)) of the [French](/source/France) [nunciature](/source/Nunciature). He was raised to the rank of [Privy Chamberlain of His Holiness](/source/Monsignor) on 6 July 1921, and later [Domestic Prelate of His Holiness](/source/Monsignor) on 22 July 1923.

On 18 October 1927, Valeri was appointed [Titular Archbishop](/source/Titular_bishop) of Ephesus and [Apostolic Delegate](/source/Nuncio) to [Egypt](/source/Egypt) and [Arabia](/source/Arabian_Peninsula).[3] He received his [episcopal consecration](/source/Bishop_(Catholic_Church)) on the following 28 October from Cardinal [Donato Sbarretti](/source/Donato_Sbarretti), with Archbishop Pietro Benedetti, MSC, and Bishop Giuseppe Angelucci serving as [co-consecrators](/source/Consecrator). Valeri was later named [Nuncio](/source/Nuncio) to [Romania](/source/Romania) on 1 July 1933, and finally [Apostolic Nuncio to France](/source/Apostolic_Nuncio_to_France) on 11 July 1936. In August 1942, the nuncio disputed [Marshal Pétain](/source/Philippe_P%C3%A9tain)'s claim that [Pope Pius XII](/source/Pope_Pius_XII) understood and approved of France's increased hostility towards the [Jews](/source/Jews).[4][5] He was awarded the [Grand Cross](/source/Grand_Cross) of the *[Légion d'honneur](/source/L%C3%A9gion_d'honneur)* upon leaving France in 1944 to again work in the Secretariat of State, specifically the [Congregation for Extraordinary Ecclesiastical Affairs](/source/Congregation_for_Extraordinary_Ecclesiastical_Affairs). After becoming [President](/source/President_(corporate_title)) of the Central Committee for the [Holy Year](/source/Jubilee_(Christian)) on 28 June 1948, Archbishop Valeri was made [assessor](/source/Assessor_(law)) of the [Sacred Congregation for the Oriental Churches](/source/Congregation_for_the_Oriental_Churches) on 1 September of that same year.

He was created [Cardinal-Priest](/source/Cardinal_(Catholicism)) of *[S. Silvestro in Capite](/source/San_Silvestro_in_Capite)* by Pius XII in the [consistory](/source/Papal_consistory) of 12 January 1953. Pope Pius advanced him to [Prefect](/source/Prefect) of the [Sacred Congregation for Religious](/source/Congregation_for_Institutes_of_Consecrated_Life_and_Societies_of_Apostolic_Life) five days later, on 17 January. Cardinal Valeri was one of the [cardinal electors](/source/Cardinal_electors_in_Papal_conclave%2C_1958) who participated in the [1958 papal conclave](/source/Papal_conclave%2C_1958) that selected [Pope John XXIII](/source/Pope_John_XXIII), who had earlier succeeded him as the French nuncio. Cardinal Valeri lived long enough to only attend the first session of the [Second Vatican Council](/source/Second_Vatican_Council) in 1962, and to [participate](/source/Cardinal_electors_in_Papal_conclave%2C_1963) in the [conclave of 1963](/source/Papal_conclave%2C_1963), which resulted in the election of [Pope Paul VI](/source/Pope_Paul_VI).

Valeri died in Rome, at age 79. He is buried in his family's [tomb](/source/Tomb) in Santa Fiora.
