**Turks in France** also called the **Turkish-French community**, **French Turks** or **Franco-Turks** ([French](/source/French_language): *Turcs de France*; [Turkish](/source/Turkish_language): *Fransa'daki Türkler*) refers to the ethnic [Turkish people](/source/Turkish_people) who live in [France](/source/France). The majority of French Turks descend from the [Republic of Turkey](/source/Republic_of_Turkey); however there has also been Turkish migration from other post-[Ottoman](/source/Ottoman_Empire) countries including ethnic [Turkish communities](/source/Turkish_minorities) which have come to [France](/source/France) from [North Africa](/source/North_Africa) (especially [Algeria](/source/Algeria) and [Tunisia](/source/Tunisia)), the [Balkans](/source/Balkans) (e.g. from [Bulgaria](/source/Bulgaria), [Greece](/source/Greece), [Kosovo](/source/Kosovo), [North Macedonia](/source/North_Macedonia) and [Romania](/source/Romania)), the island of [Cyprus](/source/Cyprus), and more recently [Iraq](/source/Iraq), [Lebanon](/source/Lebanon), and [Syria](/source/Syria). There has also been migration to France from the [Turkish diaspora](/source/Turkish_diaspora) (i.e. from states outside former Ottoman territories, such as [Morocco](/source/Morocco) and [Western Europe](/source/Western_Europe))[6]

## History

### Early Ottoman migration

The first Turks settled in France during the 16th and 17th century as [galley slaves](/source/Galley_slaves) and [merchants](/source/Merchants) from the [Ottoman Empire](/source/Ottoman_Empire);[7][8] the historian Ina Baghdiantz McCabe has described [Marseille](/source/Marseille) as a "Turkish town" during this time.[9] According to Jean Marteilhe "…the Turks of Asia and Europe...of whom there are a great many in the galley of France, who have been made slaves by the Imperialists, and sold to the French to man their galleys… are generally well-made, fair in feature, wise in their conduct, zealous in the observance of their religion, honourable and charitable in the highest degree. I have seen them give away all the money they possessed to buy a bird in a cage that they might have the pleasure of giving it its liberty".[10]

### Turkish migration from the Republic of Turkey

[France](/source/France) signed a bilateral labour recruitment agreement with [Turkey](/source/Turkey) on 8 May 1965[11] because the number of entrants from other countries such as [Italy](/source/Italy), [Spain](/source/Spain) and [Portugal](/source/Portugal) was not sufficient.[12] By 1975 there were 55,710 Turkish workers living in France,[12] this had almost quadrupled to 198,000 in 1999.[13] The majority of Turkish immigrants came from [rural](/source/Rural) areas of Turkey, especially from [central Anatolia](/source/Central_Anatolia).[14]

Whilst the majority of Turkish immigrants came during the recruitment agreement, many also came much earlier. For example, even in areas with fewer immigration waves, [Cholet](/source/Cholet) had an established Turkish community since 1945.[15]

### Turkish migration from other post-Ottoman countries

Whilst the majority of French Turks originate from the modern borders of the Republic of Turkey, there are also significant [Turkish-Algerian](/source/Turks_in_Algeria) and [Turkish-Tunisian](/source/Turks_in_Tunisia) communities which arrived in the France once the Ottoman rule ended with the French colonization of North Africa as well as some who arrived after the formation of the modern borders of [Algeria](/source/Algeria) and [Tunisia](/source/Tunisia).[*[citation needed](https://en.wikipedia.org/wiki/Wikipedia:Citation_needed)*]

Furthermore, there are also smaller numbers of [Turkish communities](/source/Turkish_minorities) which have arrived to France from the [Balkans](/source/Balkans) (e.g. [Bulgarian Turks](/source/Bulgarian_Turks) and [Western Thrace Turks](/source/Western_Thrace_Turks)) whilst [Turkish Cypriots](/source/Turkish_Cypriots) have come from both the [Republic of Cyprus](/source/Republic_of_Cyprus) and the [Turkish Republic of Northern Cyprus](/source/Turkish_Republic_of_Northern_Cyprus). More recently, since the [European migrant crisis](/source/European_migrant_crisis) started in 2014, [Iraqi Turks](/source/Iraqi_Turkmen) and [Syrian Turks](/source/Syrian_Turkmen) have also come to France.

The majority of Turks are mainly concentrated in eastern France.[16] There is a strong Turkish presence in [Île-de-France](/source/%C3%8Ele-de-France_(region)) (especially in [Paris](/source/Paris)), [Nord-Pas-de-Calais](/source/Nord-Pas-de-Calais) (mainly in the cities of [Calais](/source/Calais), [Lille](/source/Lille), and [Roubaix](/source/Roubaix)), [Rhône-Alpes](/source/Rh%C3%B4ne-Alpes) (especially in [Lyon](/source/Lyon)), [Alsace](/source/Alsace) (mainly in [Strasbourg](/source/Strasbourg)) and [Lorraine](/source/Lorraine_(region)).[17][18] There is also a large community in [Marseille](/source/Marseille).[19]

The [10th arrondissement of Paris](/source/10th_arrondissement_of_Paris) is steeped with Turkish culture and is often called "La Petite Turquie" (Little Turkey).[20]

In addition to living in the biggest French cities, there are also large Turkish communities in smaller towns and villages. [Bischwiller](/source/Bischwiller), in [Alsace](/source/Alsace), is often dubbed "Turkwiller" due to its large Turkish community.[21] The Turks also make up approximately 15% of the population in [Châteaubriant](/source/Ch%C3%A2teaubriant) (2014 est.)[22] and 17% of the population in [Flers](/source/Flers%2C_Orne).[23]

### Population

Official data on the total number of French Turks is not available because the French census only records statistics on the country of birth rather than one's ethnic affiliation. Numerous estimates since the 2010s placed the Turkish-French population at around 1 million,[1][24][25] or over 1 million.[26] By 2020 estimates have continued to suggest more than 1 million[2] to as much as 1.9 million French Turks.[*[citation needed](https://en.wikipedia.org/wiki/Wikipedia:Citation_needed)*]

As early as 2002, Professor Remy Leveau and Professor [Shireen T. Hunter](/source/Shireen_Hunter) said that official statistics on the Turkish community "may be too small" and had estimated the number of Turks to be 500,000.[27] By 2014 Professor [Pierre Vermeren](https://fr.wikipedia.org/wiki/Pierre_Vermeren) reported in *[L'Express](/source/L'Express)* that the Turkish population was around 800,000.[28] However, an earlier report by Dr Jean-Gustave Hentz and Dr Michel Hasselmann in 2010 had already estimated that there was 1 million Turks living in France.[1] Similarly, Professor İzzet Er,[24] and the [French-Armenian](/source/Armenians_in_France) politician Garo Yalic (who is an advisor to [Valerie Boyer](/source/Valerie_Boyer)),[29] also said that there was 1,000,000 Turks in France in 2011 and 2012 respectively.

More recently, numerous reports have suggested that the Turkish-French population exceeds one million, including *[Le Petit Journal](/source/Le_Petit_Journal_(website))* in 2019[26] and *[Marianne](/source/Marianne_(magazine))* in 2020.[2] By 2021, [Joëlle Garriaud-Maylam](/source/Jo%C3%ABlle_Garriaud-Maylam) also said that there was over 1 million Turks in France during her speech at the [Senate](/source/Senate_(France)).[3]

### Birth rates

Although the birth rates among Turks living in France has declined over the years they remain substantially higher than the French population. In 1982, the average number of children for Turks was 5.2, compared with 1.8 for the French population. By 1990, the average number of births for Turks was 3.7 compared to 1.7 for the French population.[30]

## Culture

In 2000, Mehmet-Ali Akıncı and [Harriet Jisa](/source/Harriet_Jisa) found that Turkish is spoken exclusively at home by 77% of families, while 68% of children speak French to one another.[31] Turkish children are monolingual in the Turkish language until they start school at the age of 2 or 3; thus, they find themselves in everyday situations in which they have to speak French with their peers.[32] By the age of 10, most children become dominant in the French language.[33] Nonetheless, even for those who use French more than Turkish in their daily lives, numerous studies have shown that they still emphasize the importance of Turkish as the language of the family, particularly for raising children.[34] Thus, there is a high degree of language maintenance in the Turkish community; frequent holidays to Turkey, the easy access and use of Turkish media, and the density of social networks help maintain their language.[35]

The majority of Turks adhere to [Islam](/source/Islam) and focus on creating their own [mosques](/source/Mosques) and schools, most of which are tightly linked to Turkey. Thus, Turks worship their religion mainly with others within their community.[36] Due to Turkish immigrants having a strong link to the Turkish state and much less knowledge of the French language, compared to other Muslim immigrants who have emigrated from [French-speaking countries](/source/French-speaking_countries), Turks tend to build mosques where sermons are given in [Turkish](/source/Turkish_language) rather than French or [Arabic](/source/Arabic_language).[37]

The [Turkish-Islamic Union for Religious Affairs](/source/Turkish-Islamic_Union_for_Religious_Affairs) (DİTİB), which is a branch of the Turkish state Bureau of Religious Affairs (the [Diyanet](/source/Presidency_of_Religious_Affairs)),[37] promotes a "Turkish Islam" which is based upon a moderate, rational Islam of a secular state.[38] The Diyanet has organic links to the "Coordination Committee of Muslim Turks in France", or CCMTF, ([French](/source/French_language): *Comité de coordination des musulmans turcs de France*)[39] which brings under its umbrella a total of 210 mosques.[40] Its major competing network of mosques is run by the [Millî Görüş](/source/Mill%C3%AE_G%C3%B6r%C3%BC%C5%9F) movement ([French](/source/French_language): *Communauté Islamique du Milli Görüş de France*) which emphasizes the importance of solidarity of the community over integration into French society.[37] The Millî Görüş has an estimated 70 mosques in France.[37][40]

## Integration

The Turkish community is considered to be the least [integrated](/source/Social_integration) immigrant community in France,[17] largely due to their strong attachment to their country of origin.[41] However, there is increasing recognition by Turkish officials that without successful integration the immigrant community cannot [lobby](/source/Lobbying) for the home country.[41] For example, in 2010, the Turkish Prime Minister [Recep Tayyip Erdoğan](/source/Recep_Tayyip_Erdo%C4%9Fan) stressed that [assimilation](/source/Cultural_assimilation) is different from [integration](/source/Social_integration) and urged the Turkish community in France to integrate by applying for French citizenship.[42]

### Discrimination

[Discrimination](/source/Discrimination) against Turks in French society is seen particularly within the labour market when they are looking for jobs. Given a choice between a Turkish and a French with the same qualifications, French employers tend not to choose the immigrant applicant.[43][44]

French Turks have contributed in many ways to the arts, academia, cinema, television, music and sports in both [France](/source/France) and [Turkey](/source/Turkey).

For example, the renowned photographer [Gökşin Sipahioğlu](/source/G%C3%B6k%C5%9Fin_Sipahio%C4%9Flu), who founded the Paris-based photo agency [Sipa Press](/source/Sipa_Press), was dubbed "le Grand Turc" in the French media and was appointed the [Knight of the Legion of Honour](/source/Knight_of_the_Legion_of_Honour) by president [Jacques Chirac](/source/Jacques_Chirac) in 2007.[48]

Also in media, there are numerous notable French Turks in cinema; for example, [Deniz Gamze Ergüven](/source/Deniz_Gamze_Erg%C3%BCven) is a film director whose 2015 film *[Mustang](/source/Mustang_(film))* won the Europa Cinemas Label Award at the [Cannes Film Festival](/source/2015_Cannes_Film_Festival) as well as four awards at the [41st César Awards](/source/41st_C%C3%A9sar_Awards).[49] On television, [Anaïs Baydemir](/source/Ana%C3%AFs_Baydemir) is a weather presenter for [France 2](/source/France_2) and [France 3](/source/France_3).[50] Furthermore, [Muratt Atik](/source/Muratt_Atik)[51] and [Cansel Elçin](/source/Cansel_El%C3%A7in)[52] have both acted in French and Turkish film and television roles.

In music, the singer [Gülseren](/source/G%C3%BClseren) represented Turkey at the [Eurovision Song Contest 2005](/source/Eurovision_Song_Contest_2005).[53] Meanwhile, in 2015 the singer [Anne Sila](https://fr.wikipedia.org/wiki/Anne_Sila) participated in season 4 of *[The Voice : la plus belle voix](/source/The_Voice_(French_TV_series))*.[54]

Non-fiction Turkish-French writers include [Elif Shafak](/source/Elif_Shafak) who was awarded the [Ordre des Arts et des Lettres](/source/Ordre_des_Arts_et_des_Lettres) in 2010;[59] the novelist [Nedim Gürsel](/source/Nedim_G%C3%BCrsel) who teaches contemporary Turkish literature at the [Sorbonne](/source/University_of_Paris_(post-1970));[60] [Seyhan Kurt](/source/Seyhan_Kurt) who is a poet, writer, anthropologist and sociologist; and the novelist [Kenizé Mourad](/source/Keniz%C3%A9_Mourad) who descends from the exiled Ottoman royal family and is of partial Turkish descent; her bestselling book *Regards from the Dead Princess: Novel of a Life* sold more than 3 million copies in France and tells the story of the end of the Ottoman Empire through the eyes of her mother Princess Selma.[61]

In fashion, the designer [Ece Ege](/source/Ece_Ege) co-founded the Paris-based high fashion brand *[Dice Kayek](/source/Dice_Kayek)* with her sister Ayşe Ege; they won the prestigious Jameel Prize at the [Victoria and Albert Museum](/source/Victoria_and_Albert_Museum) in 2013.[62]

In politics, [Agnès Evren](/source/Agn%C3%A8s_Evren) was elected as a [Member of the European Parliament](/source/Member_of_the_European_Parliament) in the [2019 election in France](/source/2019_European_Parliament_election_in_France),[64] and in 2020 Metin Yavuz was elected the mayor of [Valenton](/source/Valenton) in [Paris](/source/Paris).[65]

### Notable French Levantine Turks

Syrian-born French singer, [Armande Altaï](https://fr.wikipedia.org/wiki/Armande_Alta%C3%AF), is of Turkish origin through her mother.[66]

French-born writer, [Yasmine Ghata](https://fr.wikipedia.org/wiki/Yasmine_Ghata), is of [Turkish-Lebanese](/source/Turks_in_Lebanon) origin.[67]

In addition to the substantial number of contributions made by French citizens of Turkish origin who descend from Turkey and the [Maghreb](/source/Maghreb), there are also notable French Turks who have backgrounds from other former Ottoman territories.

For example, [Beirut](/source/Beirut)-born French author [Amin Maalouf](/source/Amin_Maalouf) is of Turkish origin through his [Turkish-Egyptian](/source/Turks_in_Egypt) mother.[68] The Lebanese-born French poet and writer, [Vénus Khoury-Ghata](/source/V%C3%A9nus_Khoury-Ghata), is also of Turkish origin.[67][69] Her daughter, [Yasmine Ghata](https://fr.wikipedia.org/wiki/Yasmine_Ghata), was born in France and is also a writer.[69][70] In addition, the Lebanese-born French businessman [Emad Khashoggi](/source/Emad_Khashoggi), who initiated the [Château Louis XIV](/source/Ch%C3%A2teau_Louis_XIV) development project in [Louveciennes](/source/Louveciennes), is from the [Turkish-Saudi](/source/Turks_in_Saudi_Arabia) [Khashoggi family](/source/Khashoggi).

From Egypt, [Cairo](/source/Cairo)-born [Nil Yalter](/source/Nil_Yalter) is a contemporary feminist artist with both Turkish and French citizenship.[71][72]

American-born French animal rights activists, [Reha Kutlu-Hutin](https://fr.wikipedia.org/wiki/Reha_Hutin), is the President of *[30 millions d'amis](/source/30_millions_d'amis)*. She is of Turkish origin.[75]

Some ethnic Turks living in France have also come from the [Turkish diaspora](/source/Turkish_diaspora) communities (i.e. from countries that were not part of the former Ottoman Empire), especially [Morocco](/source/Morocco) but also from other countries with a large Turkish immigrant community.

The majority of French-Moroccans with Turkish roots are from the [Turkish-Algerian diaspora](/source/Turks_in_Algeria) and [Turkish-Tunisian diaspora](/source/Turks_in_Tunisia). For example, [Leïla Chellabi](/source/Le%C3%AFla_Chellabi) is a Morocco-born writer whose father was a Turkish Algerian who obtained French citizenship.[76] Furthermore, the Moroccan-born French businessman [Ali Bourequat](/source/Ali_Bourequat) is from a Turkish-Tunisian family.[77]
