Young was born on October 8, 1971 in [Aiken, South Carolina](/source/Aiken%2C_South_Carolina), to Delly and Tom Sr. Young. He attended the [University of South Carolina](/source/University_of_South_Carolina), receiving a B.A. in 1993 and a JD from [their law school](/source/Joseph_F._Rice_School_of_Law) in 1996. During his undergraduate degree, he was Student Body President (1992–93) and a member of [Phi Beta Kappa](/source/Phi_Beta_Kappa).<ref name=":0" />
