Anzelc attended [Nashwauk](/source/Nashwauk%2C_Minnesota)-[Keewatin](/source/Keewatin%2C_Minnesota) High School, graduating in 1964, then went on to [Hibbing Junior College](/source/Hibbing_Community_College) in [Hibbing](/source/Hibbing%2C_Minnesota), receiving his [A.A.](/source/associate_of_arts) in 1966, and to [St. Cloud State University](/source/St._Cloud_State_University) in [St. Cloud](/source/St._Cloud%2C_Minnesota), receiving his [B.S.](/source/Bachelor_of_Science) of Political Science in 1968. He later attended graduate school at the [Humphrey Institute](/source/Humphrey_Institute) branch at the [University of Minnesota](/source/University_of_Minnesota_Duluth) in [Duluth](/source/Duluth%2C_Minnesota).
