It was released on January 12, 1993, through [Rush Associated Labels](/source/Def_Jam_Recordings) as the second single from his debut studio album *[Whut? Thee Album](/source/Whut%3F_Thee_Album)*. The recording sessions took place at North Shore Soundworks in [Commack](/source/Commack%2C_New_York) and Ian London Studios in [East Islip](/source/East_Islip%2C_New_York). [Erick Sermon](/source/Erick_Sermon) produced the song utilising samples from [Cypress Hill](/source/Cypress_Hill)'s "[How I Could Just Kill a Man](/source/How_I_Could_Just_Kill_a_Man)" and [Zapp](/source/Zapp_(band))'s "Playin' Kinda Ruff".

Upon its release, the song peaked at number 63 on the [Hot R&B/Hip-Hop Songs](/source/Hot_R%26B%2FHip-Hop_Songs), number 62 on the [R&B/Hip-Hop Airplay](/source/R%26B%2FHip-Hop_Airplay), number 1 on the [Hot Rap Songs](/source/Hot_Rap_Songs) and number 32 on the [Dance Singles Sales](/source/Dance_Singles_Sales) charts in the United States. In 2005, the song made it to number 19 on the UK Hip Hop and R&B Singles Chart.

Reviewing *Whut? Thee Album* for [AllMusic](/source/AllMusic), Steve Huey has referred to the songs "Time 4 Sum Aksion" and "Rated R" as "slamming party jams".

Its chorus is a repetition of the phrase "time for some action", which is sampled from [Cypress Hill](/source/Cypress_Hill)'s song "[How I Could Just Kill a Man](/source/How_I_Could_Just_Kill_a_Man)", which itself sampled [Lowell Fulson](/source/Lowell_Fulson)'s song "[Tramp](/source/Tramp_(Lowell_Fulson_song))".

Within hip hop it has been referenced by [Common](/source/Common_(rapper)) in his song "Sum Shit I Wrote" and [Masta Ace](/source/Masta_Ace) in [eMC](/source/EMC_(hip_hop_group))'s song "What It Stand For?".
