Lankester is the son of Preb. Robin Prior Archibald Lankester and Jean Dorothy Gilliat. He was educated at [Monkton Combe School](/source/Monkton_Combe_School) in [Somerset](/source/Somerset). From 1973 until 1995, he worked in the [British Civil Service](/source/British_Civil_Service). He was [Permanent Secretary](/source/Permanent_Secretary) at the [Overseas Development Administration](/source/Department_for_International_Development) from 1989 until 1994. He left the [British Civil Service](/source/British_Civil_Service) after a brief spell in the [Department for Education](/source/Department_for_Education_and_Skills_(United_Kingdom)).
