Born on October 4, 1871, in [Owego](/source/Owego%2C_New_York), [New York](/source/New_York_(state)), Chatfield received an [Artium Baccalaureus](/source/Bachelor_of_Arts) degree in 1893 from [Yale University](/source/Yale_University). He received a [Bachelor of Laws](/source/Bachelor_of_Laws) in 1896 from [Columbia Law School](/source/Columbia_Law_School). He entered private practice in [New York City](/source/New_York_City), New York from 1896 to 1906. Chatfield was nominated by President [Theodore Roosevelt](/source/Theodore_Roosevelt) on December 13, 1906, to a seat on the [United States District Court for the Eastern District of New York](/source/United_States_District_Court_for_the_Eastern_District_of_New_York) vacated by Judge [Edward B. Thomas](/source/Edward_B._Thomas). He was confirmed by the [United States Senate](/source/United_States_Senate) on January 9, 1907, and received his commission the same day.
