Picard was born in [Saint-Sauves-d'Auvergne](/source/Saint-Sauves-d'Auvergne) on 10 November 1956. A backrower and lock, Picard won three [France](/source/France_national_rugby_union_team) caps, debuting against the Pumas on the [1985 tour](/source/1985_France_rugby_union_tour_of_Brazil%2C_Argentina_and_Uruguay).
