Born in [Cape Breton](/source/Cape_Breton_Regional_Municipality%2C_Nova_Scotia), [Nova Scotia](/source/Nova_Scotia),<ref name="Tribute"/> Christopher graduated from [St. Francis Xavier University](/source/St._Francis_Xavier_University) and the Maritime School of Social Work before joining the [Royal Canadian Navy](/source/Royal_Canadian_Navy)<ref name="Tribute"/> rising to the rank of [Lieutenant-Commander](/source/Lieutenant-Commander).  He served on {{HMCS|Stadacona}}, {{HMCS|Cornwallis}}, [CFB Borden](/source/CFB_Borden) and at [NATO](/source/NATO).<ref name="Tribute"/> His naval service is most notable for his work on expanding education and training services in the navy.  Retiring in 1994, he briefly entered the private sector before becoming head of the Canadian government's [VIP](/source/Very_Important_Person_(person)) reception services.
