Born in [Bowen, Queensland](/source/Bowen%2C_Queensland), he was educated at [Townsville Grammar School](/source/Townsville_Grammar_School) before serving in the military 1942–44. On his return he became a furniture retailer.

In 1961, Harding was elected to the [Australian House of Representatives](/source/Australian_House_of_Representatives) as the [Labor](/source/Australian_Labor_Party) member for [Herbert](/source/Division_of_Herbert), defeating [Liberal](/source/Liberal_Party_of_Australia) MP [John Murray](/source/John_Murray_(Queensland_politician)). He held the seat until his defeat in 1966, after which he became a company director.
