Shafer was born in [Philadelphia, Pennsylvania](/source/Philadelphia%2C_Pennsylvania), in 1866. He started his professional baseball career in 1884, when he played for the [Altoona Mountain City](/source/Altoona_Mountain_City), [Kansas City Cowboys](/source/Kansas_City_Cowboys_(Union_Association)), and [Baltimore Monumentals](/source/Baltimore_Monumentals) of the [Union Association](/source/Union_Association). Shafer spent the next five years in the minor leagues.
