==Early life==
He was the son of [William Butterworth Bayley](/source/William_Butterworth_Bayley), who rose to be acting [Governor-General of India](/source/Governor-General_of_India), and Anne Augusta Jackson.  His middle name is a reference to the well-connected Colvin family of Anglo-Indian administrators, just as [John Russell Colvin](/source/John_Russell_Colvin) named [his son](/source/Auckland_Colvin) after his boss, [George Eden, 1st Earl of Auckland](/source/George_Eden%2C_1st_Earl_of_Auckland). He was educated at [Eton](/source/Eton_College) and [Haileybury College](/source/Haileybury_College).

==Career==
Bayley entered the [Bengal Civil Service](/source/Bengal_Civil_Service) in 1856.  He held the office of Commissioner of the [Patna Division](/source/Patna_Division) in 1873.  He was invested [Knight Commander of the Order of the Star of India](/source/Order_of_the_Star_of_India) (KCSI) in 1878.  He held the office of Chief Commissioner of [Assam](/source/Assam) in 1878.  He held [the office of Resident](/source/Resident_(title)) at [Hyderabad](/source/Hyderabad%2C_India) in 1881. ==Personal life==
Bayley married Anna Farquharson, daughter of Robert Nesham Farquharson, on 21 November 1860 at [Patna](/source/Patna), India.  They had 13 children.

==Later life==
Bayley died in 1925 and was interred in [Brompton Cemetery](/source/Brompton_Cemetery), London.
