Born in [Swan River, Manitoba](/source/Swan_River%2C_Manitoba), Struthers graduated from Swan Valley Regional Secondary School in 1977, and later received his Bachelor of Arts and Bachelor of Education degrees from [Brandon University](/source/Brandon_University), and his Master's of Education from the [University of Manitoba](/source/University_of_Manitoba). ==Political career==
Struthers was first elected to the Manitoba Legislature in the [1995 provincial election](/source/1995_Manitoba_general_election) as the member for [Dauphin](/source/Dauphin_(provincial_electoral_district)). He was re-elected as the MLA for the redistributed Dauphin—Roblin riding in [1999](/source/1999_Manitoba_general_election) and [2003](/source/2003_Manitoba_general_election).<ref name=votes>{{cite news |url=https://www.cbc.ca/news/canada/manitoba/dauphin-1.1075966 |title=Dauphin |work=Manitoba |publisher=CBC News}}</ref> In his first term, he served as the NDP's Natural Resources Critic and Deputy Agriculture Critic. After the NDP formed government, Struthers served as the legislative assistant to the [Minister of Health](/source/Minister_of_Health_(Manitoba)), [Dave Chomiak](/source/Dave_Chomiak). [Premier](/source/Premier_of_Manitoba) [Gary Doer](/source/Gary_Doer) appointed Struthers as [Minister of Conservation](/source/Minister_of_Conservation_(Manitoba)) on November 4, 2003. In 1995, Struthers supported [Lorne Nystrom](/source/Lorne_Nystrom)'s campaign for the leadership of the federal [New Democratic Party](/source/New_Democratic_Party).
