'''St Cuthbert Without''' is a [civil parish](/source/civil_parish) within the [Cumberland](/source/Cumberland_(district)) [unitary authority](/source/unitary_authority) area in [Cumbria](/source/Cumbria), England. The parish lies immediately to the south of [Carlisle](/source/Carlisle%2C_Cumbria) itself and includes the settlements of Blackwell, Durdar, Carleton, [Brisco](/source/Brisco%2C_Cumbria) and [Wreay](/source/Wreay).

==History==
The parish has its origins in the [ancient parish](/source/ancient_parish) of Carlisle St Cuthbert. The parish was subdivided into nine [townships](/source/Township_(England)): [Botcherby](/source/Botcherby), Botchergate, [Brisco](/source/Brisco%2C_Cumbria), [Carleton](/source/Carleton%2C_St_Cuthbert_Without), English Street, Harraby, High Blackhall, Low Blackhall, and [Upperby](/source/Upperby). The English Street township was within the [ancient borough](/source/ancient_borough) boundaries of Carlisle, which roughly followed the [Carlisle city walls](/source/Carlisle_city_walls), whereas the rest of the parish was outside (or 'without') the borough.<ref>{{cite book |title=Parliamentary Papers |date=1830 |page=365 |url=https://www.google.co.uk/books/edition/Parliamentary_Papers/ErpDAQAAMAAJ?hl=en&gbpv=1&pg=PA365&printsec=frontcover |access-date=6 April 2025}}</ref> Botchergate was added to the [parliamentary borough](/source/parliamentary_borough) (constituency) of Carlisle in 1832, and the [municipal borough](/source/municipal_borough) boundaries were adjusted to match the constituency in 1836.<ref>{{cite book |title=Parliamentary Boundaries Act |date=1832 |page=338 |url=https://www.google.co.uk/books/edition/The_Statutes_of_the_United_Kingdom_of_Gr/Uq0uAAAAIAAJ?hl=en&gbpv=1&pg=PA338&printsec=frontcover |access-date=6 April 2025}}</ref><ref>{{cite book |title=Municipal Corporations Act |date=1835 |page=456 |url=https://archive.org/details/statutesunitedk35britgoog/page/456/mode/2up |access-date=6 April 2025}}</ref>

From the 17th century onwards, parishes were gradually given various civil functions under the [poor laws](/source/poor_laws), in addition to their original ecclesiastical functions. In some cases, including Carlisle St Cuthbert, the civil functions were exercised by subdivisions of the parish rather than the parish as a whole. The parish was split into two parts for administering the poor laws: the English Street township, and the rest of the parish.<ref>{{cite book |title=Report of the Commissioners appointed to inquire into the Municipal Corporations in England and Wales: Appendix 3 |date=1835 |page=1467 |url=https://www.google.co.uk/books/edition/Report_of_the_Commissioners_Appointed_to/N3FTAAAAcAAJ?hl=en&gbpv=1&pg=PA1467&printsec=frontcover |access-date=6 April 2025}}</ref> In 1866, the legal definition of 'parish' was changed to be the areas used for administering the poor laws, and so the English Street township became the [civil parish](/source/civil_parish) of St Cuthbert Within, and the rest of the old parish became a civil parish called St Cuthbert Without.<ref>{{cite book |last1=Youngs |first1=Frederic |title=Guide to the Local Administrative Units of England: Volume II, Northern England |date=1991 |publisher=Royal Historical Society |location=London |isbn=0861931270 |page=xv}}</ref> Botchergate, despite having been brought within the borough boundaries in 1836, continued to form part of St Cuthbert Without parish until 1894.<ref>{{cite web |last1=Langston |first1=Brett |title=Carlisle Registration District |url=https://www.ukbmd.org.uk/reg/districts/carlisle.html |website=UK BMD |access-date=6 April 2025}}</ref>

The parish boundaries were then adjusted on a number of occasions, mostly ceding further territory to Carlisle. The civil parish of Wreay (which had historically been a township in the parish of Carlisle St Mary) was abolished in 1934 and its area added to St Cuthbert Without.<ref>{{cite web|url=https://visionofbritain.org.uk/unit/10012107|title=St Cuthbert Without CP through time|publisher=A Vision of Britain through Time|accessdate=10 December 2021}}</ref>
