He served as the head football coach at [Coffeyville Community College](/source/Coffeyville_Community_College) from 1989 to 2000, compiling a record of 82–39–2. He led his [Coffeyville Red Ravens](/source/Coffeyville_Red_Ravens_football) team to an [NJCAA National Football Championship](/source/NJCAA_National_Football_Championship) in 1990. Foster was born on September 16, 1960, in [Kansas City, Missouri](/source/Kansas_City%2C_Missouri), and graduated from [Platte County High School](/source/Platte_County_High_School), in [Platte City, Missouri](/source/Platte_City%2C_Missouri), in 1979. He played football at Coffeyville in 1979 and 1980 as a [center](/source/Center_(gridiron_football)) on teams coached by his father, [Dick Foster](/source/Dick_Foster). Foster was a student assistant at Missouri Western and then a [graduate assistant](/source/graduate_assistant) at Memphis State University—now known as the [University of Memphis](/source/University_of_Memphis)—before returning to Coffeyville as an assistant coach in 1985. Foster succeeded his father as head football coach at Coffeyville in 1989.
