A '''signing ceremony''' is a [ceremony](/source/ceremony) in which a document of importance is [signed](/source/Signature) (approved). Typically the document is a [bill](/source/Bill_(proposed_law)) passed by a [legislature](/source/legislature), thus becoming a [law](/source/law) by an executive's signature. Signing ceremonies are derived from ceremonies that occurred when the [British monarch](/source/British_monarchy) gave [Royal Assent](/source/Royal_Assent) to [acts of Parliament](/source/Act_of_Parliament). Signing ceremonies became an aspect of [American politics](/source/Politics_of_the_United_States).<ref name=":0">{{Cite news |last=Weisman |first=Jonathan |date=2012-03-28 |title=Bill-Signing Ceremonies? Signing ceremonies may be performed by U.S. [state governors](/source/Governor) upon signing a state document (generally an act of the [state legislature](/source/State_legislature_(United_States)), making it into state law) or by the [President of the United States](/source/President_of_the_United_States) (generally making an [act of Congress](/source/act_of_Congress) into federal law). The President typically invites [Congressional leaders](/source/United_States_Congress) who were instrumental in the bill's passage as well as interested community members.<ref name=":0" />

One practice is to use multiple [pen](/source/pen)s and honor individuals by giving them the pens used to form the signature; typically, one pen would be used for each stroke of the president's signature. For example, the signing of the 1964 [Civil Rights Act](/source/Civil_Rights_Act_of_1964), President [Lyndon B. Johnson](/source/Lyndon_B._Johnson) used more than 75 pens. The pens were then given to attending dignitaries and supporters of the bill, including [Rosa Parks](/source/Rosa_Parks), Attorney General [Robert F. The practice of using multiple pens was briefly stopped during the [presidency of Donald Trump](/source/First_presidency_of_Donald_Trump), who preferred to sign the bills with one [Sharpie](/source/Sharpie_(marker))-like pen and then hold up the signed document for a photo op. Signing ceremonies are associated with acts that are viewed as legislative triumphs for the executive. Conversely, laws that are passed reluctantly or are controversial are often signed into law quietly and privately without ceremony.<ref name=":0" />
