Born in [Lynn, Massachusetts](/source/Lynn%2C_Massachusetts), he was a graduate of [Newburyport High School](/source/Newburyport_High_School) in [Newburyport, Massachusetts](/source/Newburyport%2C_Massachusetts) and [Dartmouth College](/source/Dartmouth_College),{{Citation needed|date=January 2008}} graduating in 1920 after naval service in [World War I](/source/World_War_I). He received an M.A. and Ph.D. from [Harvard](/source/Harvard_University) and served as a professor of economics and researcher there and briefly at the [University of Pittsburgh](/source/University_of_Pittsburgh).
