**Samuel Shepard Conner** (c. 1783 – December 17, 1820) was a [U.S. representative](/source/United_States_House_of_Representatives) from [Massachusetts](/source/Massachusetts).

Born in [Exeter, New Hampshire](/source/Exeter%2C_New_Hampshire), Conner attended [Phillips Exeter Academy](/source/Phillips_Exeter_Academy) in 1794. He was graduated from [Yale College](/source/Yale_College) in 1806. He studied law.

Conner married Elizabeth Denniston of Albany, New York.[3] He was [admitted to the bar](/source/Admission_to_the_bar_in_the_United_States) and commenced practice in [Waterville, Maine](/source/Waterville%2C_Maine) (at that time a district of Massachusetts), in 1810. Conner served in the [War of 1812](/source/War_of_1812). Conner was first a major of the Twenty-first Infantry. In the beginning of 1813 Conner served as [aide-de-camp](/source/Aide-de-camp) to General [Henry Dearborn](/source/Henry_Dearborn).[3] He was one of the American officers who accepted the British surrender at the [Battle of York](/source/Battle_of_York).[2] He was promoted to lieutenant colonel of the Thirteenth Infantry March 12, 1813. He resigned July 14, 1814. He resumed the practice of law in [Waterville, Maine](/source/Waterville%2C_Maine).

Conner was elected as a [Democratic-Republican](/source/Democratic-Republican_Party_(United_States)) to the [Fourteenth](/source/14th_United_States_Congress) Congress (March 4, 1815 – March 3, 1817). He was appointed surveyor general of the [Ohio land district](https://en.wikipedia.org/w/index.php?title=Ohio_land_district&action=edit&redlink=1) in 1819. He died in [Covington, Kentucky](/source/Covington%2C_Kentucky), December 17, 1820.
