==Background==
Born in Kien, [Canton of Bern](/source/Canton_of_Bern), [Switzerland](/source/Switzerland), with the last name of Muerner or Mürner, he immigrated to Canada with his parents in 1837 settling in [Waterloo County, Ontario](/source/Waterloo_County%2C_Ontario). He later anglicized his last name to Merner.

A businessman, his career in politics started in 1857 when he became a member of the council of the village of [New Hamburg, Ontario](/source/New_Hamburg%2C_Ontario). From 1873 to 1878, he was [reeve](/source/Reeve_(Canada)) of New Hamburg and served as Warden of Waterloo County in 1878. After losing a by-election in 1878 in the Ontario provincial riding of Waterloo South, he was elected to the [House of Commons of Canada](/source/House_of_Commons_of_Canada) in the [federal](/source/Government_of_Canada) [riding](/source/Electoral_district_(Canada)) of [Waterloo South](/source/Waterloo_South_(federal_electoral_district)) in the [1878 federal election](/source/1878_Canadian_federal_election). A [Conservative](/source/Conservative_Party_of_Canada_(historical)), he was defeated in the [1882 election](/source/1882_Canadian_federal_election) but was appointed to the [Senate](/source/Senate_of_Canada) in 1887 representing the [senatorial division](/source/senatorial_division) of Hamburg, Ontario. He served until his death in 1908.
