The son of the Reverend Joseph Fenn, the minister of [Blackheath Park](/source/Blackheath_Park) Chapel, he was born at [Blackheath](/source/Blackheath%2C_London) in June 1829. He was educated at [Blackheath Proprietary School](/source/Blackheath_Proprietary_School) before going up to [Trinity College, Cambridge](/source/Trinity_College%2C_Cambridge).<ref>{{cite book |last1=Venn |first1=John |title=Alumni Cantabrigienses |date=2011 |publisher=Cambridge University Press |page=479 |volume=2nd |url=https://archive.org/details/p2alumnicantabri02univuoft/page/478/mode/2up |language=en}}</ref> While studying at Cambridge, he made two appearances in [first-class cricket](/source/first-class_cricket) for [Cambridge University](/source/Cambridge_University_Cricket_Club) in 1851, playing against the [Marylebone Cricket Club](/source/Marylebone_Cricket_Club) and [Oxford University](/source/Oxford_University_Cricket_Club) in [The University Match](/source/The_University_Match_(cricket)).
