Born in [Craigneuk](/source/Craigneuk), a suburb of [Wishaw](/source/Wishaw), [North Lanarkshire](/source/North_Lanarkshire), Charnley played for [Burnbank Athletic](/source/Burnbank_Athletic_F.C.) before joining [Wolverhampton Wanderers](/source/Wolverhampton_Wanderers_F.C.) of the [Football League Second Division](/source/Football_League_Second_Division) in January 1925.<ref name="Citizens and Minstermen 138">{{cite book

When Charnley joined Dartford, he secured jobs locally for family members who also moved to [Kent](/source/Kent); these included his brother and his wife, who were the parents of boxer [Dave Charnley](/source/Dave_Charnley), born in the town in 1935.
