She was laid down at yard number 1523 at the [Philadelphia, Pennsylvania](/source/Philadelphia%2C_Pennsylvania) shipyard of the [American International Shipbuilding Corporation](/source/American_International_Shipbuilding_Corporation), one of 110 [Design 1022 cargo ships](/source/Design_1022_ship) built for the [United States Shipping Board](/source/United_States_Shipping_Board).{{sfn|McKellar|p=Part II, 588}} She was completed in 1920 and named the SS ''Capillo''.{{sfn|McKellar|p=Part II, 588}}{{sfn|Marine Review|1921|p=97}} In 1921, she was purchased by the Pioneer Steamship Company, Philadelphia.{{sfn|McKellar|p=Part II, 588}} In 1922, she was returned to the United States Shipping Board.{{sfn|McKellar|p=Part II, 588}}

The Japanese commenced near simultaneous attacks against U.S. forces in the Philippines, [Guam](/source/Battle_of_Guam_(1941)), [Wake Island](/source/Battle_of_Wake_Island), and Pearl Harbor; and against British and allied forces in Singapore and Hong Kong.
