The '''Security and Accountability For Every Port Act of 2006''' (or '''SAFE Port Act''', {{USPL|109|347}}<ref>{{USBill|109|HR|4954|pipe=Text of the SAFE Port Act}}, via House.gov</ref>) was an [Act of Congress](/source/Act_of_Congress) in the United States covering [port security](/source/port_security) and to which an [online gambling](/source/online_gambling) measure was added at the last moment. The House and Senate passed the conference report on September 30, 2006, and President [George W. Bush](/source/George_W._Bush) signed the Act into law on October 13, 2006.<ref>{{cite web |url=http://www.presidency.ucsb.edu/ws/?pid=24070 |title=George W. ==Port security provisions==
The port security provisions were one of 20 bills introduced to Congress in the wake of the [Dubai Ports World controversy](/source/Dubai_Ports_World_controversy) that aimed to block Dubai Ports World acquiring P&O Ports, and more generally to stop key US ports falling into the hands of foreign owners by changing the [Exon–Florio Amendment](/source/Exon%E2%80%93Florio_Amendment).<ref name=Peteron/> The act codified into law a number of programs to improve security of U.S. ports, such as:

*Additional requirements for maritime facilities
*Creation of the [Transportation Worker Identification Credential](/source/Transportation_Worker_Identification_Credential)
*Establishment of '''Interagency Operations Centers''' for port security
*[Port Security Grant Program](/source/Port_Security_Grant_Program)
*[Container Security Initiative](/source/Container_Security_Initiative)
*Foreign port assessments
*[Customs Trade Partnership against Terrorism](/source/Customs_Trade_Partnership_against_Terrorism)

In addition, the Act created the [Domestic Nuclear Detection Office](/source/Domestic_Nuclear_Detection_Office) within the [Department of Homeland Security](/source/United_States_Department_of_Homeland_Security) and appropriated funds toward the [Integrated Deepwater System Program](/source/Integrated_Deepwater_System_Program), a long-term [U.S. Coast Guard](/source/United_States_Coast_Guard) modernization program.<ref>[http://www.cbo.gov/showdoc.cfm?index=7179&sequence=0 Congressional Budget Office analysis of H.R. 4954, prepared April 28, 2006]</ref>

==Internet gambling provisions==
{{main article|Unlawful Internet Gambling Enforcement Act of 2006}}
Title VIII of the Act is also known as the '''Unlawful Internet Gambling Enforcement Act of 2006''' (or '''UIGEA'''). This title (found at {{USC|31|5361|5367}}) "prohibits gambling businesses from knowingly accepting payments in connection with the participation of another person in a bet or wager that involves the use of the Internet and that is unlawful under any federal or state law."<ref>{{cite web|url=http://www.ots.treas.gov/_files/422372.pdf|title=Unlawful Internet Gambling Enforcement Act|work=Examination Handbook Section 770|publisher=U.S. Treasury Department|accessdate=7 Jan 2011|archive-date=June 1, 2010|archive-url=https://web.archive.org/web/20100601165540/https://www.ots.treas.gov/_files/422372.pdf|url-status=dead}}</ref> ''[The Economist](/source/The_Economist)'' noted that the UIGEA provisions were "hastily tacked onto the end of unrelated legislation".<ref>{{Cite news |url=https://www.economist.com/business/2011/04/20/poker-face-off |title=Poker face off |newspaper=[The Economist](/source/The_Economist) |date=April 23, 2011 <!-- web says 20th --> |page=68}}</ref>
