Packer was born in [London](/source/London).  In 1939, she made her operatic debut at the [Royal Opera House](/source/Royal_Opera_House), [Covent Garden](/source/Covent_Garden) in ''[Die Walküre](/source/Die_Walk%C3%BCre)''. During [World War Two](/source/World_War_II), she appeared frequently with [Sadler's Wells Opera](/source/English_National_Opera) and the [Carl Rosa Opera Company](/source/Carl_Rosa_Opera_Company). After the war, she performed regularly with the newly formed [Welsh National Opera](/source/Welsh_National_Opera).

After her retirement from the stage, Packer taught voice at the [Royal College of Music](/source/Royal_College_of_Music), and later privately.

Packer married two Welshmen, first the [tenor](/source/tenor) [Tudor Davies](/source/Tudor_Davies) (1892–1958), and, secondly, Maj.
