Kidd was born in [Milledgeville, Georgia](/source/Milledgeville%2C_Georgia) and graduated from [Baylor School](/source/Baylor_School) in 1969. He received his bachelor's degree in finance from [University of Tennessee](/source/University_of_Tennessee) in 1969. He represented the [145th district](/source/Georgia's_145th_House_of_Representatives_district), which includes [Baldwin County](/source/Baldwin_County%2C_Georgia) and a small portion of [Putnam County](/source/Putnam_County%2C_Georgia). During his tenure in the [Georgia House of Representatives](/source/Georgia_House_of_Representatives), Kidd was the sole elected independent. Kidd was a lobbyist and represented the [Medical Association of Georgia](/source/Medical_Association_of_Georgia) and the [R. J. Kidd was a [Democrat](/source/Democratic_Party_(United_States)) for 40 years before becoming an independent. He endorsed Republican primary candidate [Herman Cain](/source/Herman_Cain) for president in 2012 and supported [Donald Trump](/source/Donald_Trump) in 2016.<ref name="AJC" />

Kidd chose not to seek reelection in 2016.
