Born in [Stockton, Illinois](/source/Stockton%2C_Illinois), Lawfer served in the [United States Army](/source/United_States_Army) in [Korea](/source/Korea), He then received his bachelor's degree from [University of Illinois](/source/University_of_Illinois). He was a grain, beef, and dairy farmer. He served as a county board member for [Jo Daviess County, Illinois](/source/Jo_Daviess_County%2C_Illinois) and in the [Wards Grove Township, Jo Daviess County, Illinois](/source/Wards_Grove_Township%2C_Jo_Daviess_County%2C_Illinois).
