Born in [East Chicago](/source/East_Chicago%2C_Indiana), Indiana, Lozano received a [Bachelor of Science](/source/Bachelor_of_Science) degree from [Indiana University Bloomington](/source/Indiana_University_Bloomington) in 1963 and a [Bachelor of Laws](/source/Bachelor_of_Laws) from [Indiana University Maurer School of Law](/source/Indiana_University_Maurer_School_of_Law) in 1966. He was in the [United States Army Reserve](/source/United_States_Army_Reserve) from 1966 to 1973. On December 4, 1987, Lozano was nominated by President [Ronald Reagan](/source/Ronald_Reagan) to a seat on the [United States District Court for the Northern District of Indiana](/source/United_States_District_Court_for_the_Northern_District_of_Indiana) vacated by Judge [Michael Stephen Kanne](/source/Michael_Stephen_Kanne). Lozano was confirmed by the [United States Senate](/source/United_States_Senate) on February 25, 1988, and received his commission on February 26, 1988.
