Born in [Nicolet](/source/Nicolet%2C_Quebec), [Quebec](/source/Quebec), he was a lawyer before being elected to the [House of Commons of Canada](/source/House_of_Commons_of_Canada) in Quebec the riding of [Chambly—Rouville](/source/Chambly%E2%80%94Rouville) in [1945 federal election](/source/1945_Canadian_federal_election). A [Liberal](/source/Liberal_Party_of_Canada), he was re-elected in the [1949 election](/source/1949_Canadian_federal_election) and the [1953 election](/source/1953_Canadian_federal_election). From 1954 to 1957, he was the [Secretary of State of Canada](/source/List_of_Secretaries_of_State_for_Canada) and in 1955 he was the Postmaster General (Acting).

Pinard was one of Canada's delegates to the [Tenth session of the United Nations General Assembly](/source/Tenth_session_of_the_United_Nations_General_Assembly), 1955–1956.
