Collins obtained two undergraduate degrees from [Washington State University](/source/Washington_State_University) in 1984 with a triple major in mathematics, physics, and philosophy, graduating ''[summa cum laude](/source/summa_cum_laude)''. Collins spent two years in a Ph.D. program in physics at the [University of Texas at Austin](/source/University_of_Texas_at_Austin) before transferring to the [University of Notre Dame](/source/University_of_Notre_Dame), where he received a Ph.D. in philosophy in 1993. He served as a post-doctoral fellow at [Northwestern University](/source/Northwestern_University)'s Program in History and Philosophy of Science before joining Messiah College.

Collins has taught philosophy at [Messiah University](/source/Messiah_University) since 1994 and is a leading advocate for the [Fine-Tuning Argument](/source/Fine-tuned_universe). Collins was interviewed as a major contributor to ''The Case for a Creator''<ref name="casefor">''The Case for a Creator: A Journalist Investigates Scientific Evidence That Points Toward God'' (2004), Zondervan, {{ISBN|0-310-26386-7}}</ref> by [Lee Strobel](/source/Lee_Strobel). Using his background in both philosophy and physics, he has developed a Fine-Tuning for Discoverability Argument, in which he argues that many scientific constants are fine-tuned to optimize our ability to discover knowledge about the universe.
