**Robert Sutherland Litwak** (born April 5, 1953) is senior vice president and director of International Security Studies at the [Woodrow Wilson International Center for Scholars](/source/Woodrow_Wilson_International_Center_for_Scholars) in Washington D.C. He is also an adjunct professor at [Georgetown University](/source/Georgetown_University)’s School of Foreign Service and a consultant to the [Los Alamos National Laboratory](/source/Los_Alamos_National_Laboratory).[1]

## Career

Litwak served on the [National Security Council](/source/United_States_National_Security_Council) staff as director for Nonproliferation in the first [Clinton Administration](/source/Presidency_of_Bill_Clinton).[1]

His most recent books are *Rogue States and U.S. Foreign Policy: Containment after the Cold War* and *Regime Change: U.S. Strategy through the Prism of 9/11*.[1]

Litwak has held visiting fellowships at the [Harvard Center for International Affairs](/source/Harvard_Center_for_International_Affairs), the [International Institute for Strategic Studies](/source/International_Institute_for_Strategic_Studies), the [Russian Academy of Sciences](/source/Russian_Academy_of_Sciences), [Oxford University](/source/Oxford_University), and the [United States Institute of Peace](/source/United_States_Institute_of_Peace). He is a member of the [Council on Foreign Relations](/source/Council_on_Foreign_Relations), and received a doctorate in international relations from the [London School of Economics](/source/London_School_of_Economics).[1]
