He was the son of Thomas Chichele of [Higham Ferrers](/source/Higham_Ferrers) and Agnes Pyncheon, and the brother of [Henry Chichele](/source/Henry_Chichele), the [Archbishop of Canterbury](/source/Archbishop_of_Canterbury) and founder of [All Souls, Oxford](/source/All_Souls%2C_Oxford). Another brother, William, also served as [Sheriff of London](/source/Sheriff_of_London) in 1409.{{sfn|Burke|Burke|1842}}

Robert served as an [Alderman](/source/Alderman) for [Aldgate Ward](/source/Aldgate_Ward) from 1402, when he also served as [Sheriff of London](/source/Sheriff_of_London) before being elected twice as Lord Mayor of London, in 1411 and again in 1421. He received [letters patent](/source/Letters_patent_(United_Kingdom)) ordering him (along with then-mayor [Richard Whittington](/source/Richard_Whittington)) to seek out and imprison any [Lollards](/source/Lollards) within the city.{{sfn|Riddy|2000|p=91}} In 1414 and 1415 he was Member of Parliament for the [City of London](/source/City_of_London_(Parliament_of_England_constituency)) as one of the two aldermanic representatives.<ref> {{cite web|url=http://www.british-history.ac.uk/no-series/london-aldermen/hen3-1912/pp379-404|title=Chronological list of aldermen: 1302-1400|publisher=British History Online|accessdate= 7 October 2016}} </ref>
