Born in [Washington, D.C.](/source/Washington%2C_D.C.), Richie graduated from [Haverford College](/source/Haverford_College) with a [B.A.](/source/Bachelor_of_Arts) in [philosophy](/source/philosophy) in 1987. He worked for three congressional campaigns in Washington state and non-profit organizations in Washington and the District of Columbia. He is married and has three children.

==Career==
Richie co-founded FairVote and became its first executive director in 1992.{{citation needed|date=May 2024}} He has addressed the Voting Section of the [U. S. Department of Justice](/source/United_States_Department_of_Justice), the [Texas Commission on Judicial Efficiency](/source/Texas_Commission_on_Judicial_Efficiency), the Lincoln Day dinners of the [Alaska Republican Party](/source/Republican_Party_of_Alaska) in [Juneau](/source/Juneau_City_and_Borough%2C_Alaska) and [Anchorage](/source/Anchorage%2C_Alaska), and the annual conventions of the [American Political Science Association](/source/American_Political_Science_Association), [National Association of Counties](/source/National_Association_of_Counties), [Unitarian Universalism](/source/Unitarian_Universalism), and [National Conference of State Legislatures](/source/National_Conference_of_State_Legislatures).

Richie has worked with congressional staff in writing legislation, including the [States' Choice of Voting Systems Act](/source/States'_Choice_of_Voting_Systems_Act) (1999) and [Bipartisan Federal Elections Review Act](/source/Bipartisan_Federal_Elections_Review_Act) (2001).
