Persson is the son of editorial manager Folke Persson and shop assistant Ingegerd Persson (née Olsson).<ref name="Riksdag"/> He was educated in [Ystad](/source/Ystad).<ref name="Riksdag"/> He studied personnel administration at [Lund University](/source/Lund_University) and project management at IHM Business School.<ref name="Riksdag"/> He was a shipping manager (1980-1984); political ombudsman (1988-1995); [business advisor](/source/business_advisor) (1995-2002); and an administrator at the [Swedish Social Insurance Agency](/source/Swedish_Social_Insurance_Agency) (2002-2014).<ref name="Riksdag"/> He was a member of the [municipal council](/source/Municipal_council_(Sweden)) in [Helsingborg Municipality](/source/Helsingborg_Municipality) between 1985 and 2014.<ref name="Riksdag"/>
