Born in [Buffalo Gap, South Dakota](/source/Buffalo_Gap%2C_South_Dakota), Putnam received a [Bachelor of Arts](/source/Bachelor_of_Arts) degree from the [University of Oregon](/source/University_of_Oregon) in 1915 and began teaching in [Springfield, Oregon](/source/Springfield%2C_Oregon) that year.<ref name=odebio>{{cite web

In 1937, [Oregon Superintendent of Public Instruction](/source/Oregon_Superintendent_of_Public_Instruction) [Charles A. Howard](/source/Charles_A._Howard) resigned to become president of [Eastern Oregon Normal School](/source/Eastern_Oregon_University) (now Eastern Oregon University), and governor [Charles Martin](/source/Charles_Martin_(Oregon_politician)) appointed Putnam to replace Howard.<ref name=appoint>{{cite news

In 1942, the position was changed to non-partisan, and Putnam was re-elected five more times, each time unopposed.<ref name=obit/> In his nearly 25 years as state school superintendent, Putnam was an active contributor to academic articles about education and an influential voice for Oregon schools among nationwide educational organizations. During his tenure, Oregon's educational system expanded to include [vocational education](/source/vocational_education) programs, [special needs](/source/special_needs) and [gifted education](/source/gifted_education), programs for [Native Americans](/source/Native_Americans_in_the_United_States), along with expanded curriculum and other programs. In 1962, a high school then under construction in [Milwaukie](/source/Milwaukie%2C_Oregon), where Putnam lived, was named [Rex Putnam High School](/source/Rex_Putnam_High_School) in his honor. The school opened in 1963.<ref name=obit/> Putnam died after a short illness in 1967.<ref name=obit/> He and his wife Elinor had two sons, one of whom was killed in action during [World War II](/source/World_War_II).<ref name=obit/>
