# Reglamento Provisional

First legal document of Peru

The **Provisional Regulations** ([Spanish](/source/Spanish_language): *Reglamento Provisional*) are the name given to an official document issued on February 12, 1821, by [José de San Martín](/source/Jos%C3%A9_de_San_Mart%C3%ADn) as [Protector of Peru](/source/Protectorate_of_Peru), considered the first legal document of the newly born state.[1] The 20-article long document replaced the [system of government](/source/Viceroyalty_of_Peru) established by the [Spanish Empire](/source/Spanish_Empire), and applied to the territories occupied by the [Liberating Army](/source/Liberating_Expedition_of_Peru), which at the time were the province of [Chancay](/source/Chancay)—where San Martín's headquarters were set up in [Huaura](/source/Huaura)—and the intendancies of [Tarma](/source/Intendancy_of_Tarma) (location of [Pasco mine](/source/Cerro_de_Pasco)) and [Trujillo](/source/Intendancy_of_Trujillo).[2] These territories were organised in four [departments](/source/Regions_of_Peru), each headed by a president: [Trujillo](/source/Department_of_Trujillo), [Coast](/source/Department_of_the_Coast), [Huaylas](/source/Department_of_Huaylas) and [Tarma](/source/Department_of_Tarma).[1][3]

It was effective until the **Provisional Statute** ([Spanish](/source/Spanish_language): *Estatuto Provisional*) was promulgated on October 8, 1821.[4]
