As congressional representative of [Lanao del Sur](/source/Lanao_del_Sur), he is best remembered for calling for the impeachment of [Ferdinand Marcos](/source/Ferdinand_Marcos) in 1968 as a result of the President's role in the [Jabidah Massacre](/source/Jabidah_Massacre), in which government troops massacred 68 [Tausug](/source/Tausug_people) military trainees. When the congress could not muster enough support for the impeachment, Lucman grew convinced that Muslim Mindanao needed to become independent, and founded the [Bangsamoro Liberation Organization](/source/Bangsamoro_Liberation_Organization) (BMLO),<ref>{{cite journal|last=Fallon|first=Joseph E.|title=Igorot and Moro National Reemergence|journal=Fourth World Journal|volume=2|issue=1|date=August 1989|pages=17–54 |doi=10.63428/vb4px138 |accessdate=2007-09-05|url=http://www.cwis.org/fwj/21/imnr.html |archiveurl = https://web.archive.org/web/20070818181333/http://www.cwis.org/fwj/21/imnr.html <!-- Bot retrieved archive --> |archivedate = 2007-08-18|doi-access=free}}</ref> which later merged with the [Moro National Liberation Front](/source/Moro_National_Liberation_Front).<ref name="BantayogProfile"/>

After Marcos [declared Martial Law](/source/Martial_Law_under_Ferdinand_Marcos), Lucman went into self-exile in Saudi Arabia in 1976 and worked closely with opposition Senator [Ninoy Aquino](/source/Ninoy_Aquino) to push proposals of autonomy for the Moro people.<ref name="BenCal20100702">{{Cite web |last=Cal |first=Ben |date=2010-07-02 |title=Sultan Rashid Lucman honored as modern day hero |url=http://bayanihan.org/2010/07/22/sultan-rashid-lucman-honored-as-modern-day-hero/ |url-status=dead |archive-url=https://archive.today/20190125112031/http://bayanihan.org/2010/07/22/sultan-rashid-lucman-honored-as-modern-day-hero/ |archive-date=2019-01-25 |access-date=2019-01-24 |website=bayanihan.org}}</ref> Lucman's health began to fail soon after he learned of the [assassination of Ninoy Aquino](/source/Assassination_of_Benigno_Aquino_Jr.), and he died less than a year later in Riyadh in 1984 – before the establishment of the [Autonomous Region in Muslim Mindanao](/source/Autonomous_Region_in_Muslim_Mindanao) in 1989 under Aquino's widow President [Corazon Aquino](/source/Corazon_Aquino).<ref name="BenCal20100702" />

His son, Haroun Alrashid Alonto Lucman Jr., was eventually elected as vice governor of the Autonomous Region in Muslim Mindanao in 2013 and 2016, and held the position until the [2019 Bangsamoro Autonomous Region creation plebiscite](/source/2019_Bangsamoro_Autonomous_Region_creation_plebiscite), which proposed the abolition of the ARMM in favor of a new [Bangsamoro Autonomous Region](/source/Bangsamoro_Autonomous_Region).<ref name="ARMMViceGovProfile">{{Cite web |url=https://armm.gov.ph/officials/regional-vice-governor/ |title=Regional Vice Governor |website=ARMM Official Website |language=en-US |archive-url=https://web.archive.org/web/20170114034539/https://armm.gov.ph/officials/regional-vice-governor/ |archive-date=2017-01-14 |url-status=live |access-date=2019-01-24}}</ref>

== Career during World War II ==
At the outset of World War II in the Philippines, Lucman fought alongside the US Armed Forces in the Far East (USAFFE).<ref name="JohnUnson20170514">{{Cite news |url=https://www.philstar.com/nation/2017/05/14/1699882/maranaws-remember-historic-episodes-towns-centennial |title=Maranaws remember historic episodes on town's centennial |last=Unson |first=John |date=2017-05-14 |work=The [Philippine Star](/source/Philippine_Star) |access-date=2019-01-24}}</ref> After the surrender of US forces in the Philippines, Lucman organized the first guerrilla force in [Mindanao](/source/Mindanao), engaging in numerous battles against the [Japanese Imperial forces](/source/Imperial_Japanese_Army).<ref name="BantayogProfile"/>

== Political career ==
Because of his war record, Lucman was appointed deputy governor for [Lanao del Sur](/source/Lanao_del_Sur) in 1944, serving until 1949 when he left to work as correspondent for the ''[Manila Chronicle](/source/Manila_Chronicle)''. He returned to politics in 1953, then served as regional development officer of the Convention on National Integration at [Marawi City](/source/Marawi_City) from 1959 to 1961. In 1961 he was elected congressman of Lanao del Sur in 1961, serving until 1969.<ref name="BantayogProfile"/>

==Lucman's call to impeach Marcos==
{{main|Jabidah massacre}}
Lucman was serving in congress on 18 March 1968, when the [Jabidah massacre](/source/Jabidah_massacre) took place. The Marcos administration had gathered a group of [Tausug](/source/Tausug_people) recruits for an operation called "Project Merdeka" (''[merdeka](/source/merdeka)'' being the Malay "freedom"). The military began training them on the island of [Corregidor](/source/Corregidor) to form a secret commando unit called "Jabidah," which would destabilize and take over Sabah.<ref name="TessVitug20000402">{{cite web|url=https://news.google.com/newspapers?nid=2479&dat=20000402&id=P1M1AAAAIBAJ&sjid=ZyUMAAAAIBAJ&pg=2032,892348|title=Marcos order: Destabilize, take Sabah|publisher=Philippine Daily Inquirer|date=2 April 2000|accessdate=19 June 2015}}</ref> The trainees eventually rejected their mission, for reasons that are still debated by historians today. Whatever the reasons behind their objections, all but one of the recruits were killed. The survivor, Jibin Arula, escaped with a gunshot to his leg and was able to tell his story to the press.<ref name="TessVitug20130318">{{cite web|url=https://www.rappler.com/newsbreak/24025-jabidah-massacre-merdeka-sabah/|title=Jabidah and Merdeka: The inside story|author1=Marites Dañguilan Vitug|author2=Glenda M. Kalingalan Caluang, [Salipada Pendatun](/source/Salipada_Pendatun), Hamid Kamlian, Udtog Matalam, and Atty. Macapantun Abbas Jr. Accordingly, "it is a mass movement for the preservation and development of Islam in the Philippines".

When opposition senator [Benigno Aquino Jr.](/source/Benigno_Aquino_Jr.) came out with an exposé alleging that Marcos was ultimately culpable for Jabidah,<ref>{{cite book|author=Nasser A. Marohomsalic|title=Aristocrats of the Malay Race: A Historic of the Bangsa Moro in the Philippines|url=https://books.google.com/books?id=s3ZwAAAAMAAJ |year=2001 |publisher= N.A. Marohomsalic}}</ref> Lucman called for Congress to begin proceedings to impeach President Marcos.<ref name="BantayogProfile"/> When his proposal didn't get enough congressional support, he became convinced that Muslims should rule themselves in Muslim Mindanao – a conviction he continued to hold after the end of his term as congressman in 1969.<ref name="BantayogProfile"/>

== After Congress ==
In 1971, he joined Senator [Mamintal Tamano](/source/Mamintal_Tamano), Congressman [Ali Dimaporo](/source/Ali_Dimaporo), Congressman [Salipada Pendatun](/source/Salipada_Pendatun), [University of the Philippines](/source/University_of_the_Philippines) College of Arts and Sciences Dean [Cesar Adib Majul](/source/Cesar_Adib_Majul), Delegate Ahmad Alonto, Commissioner ''[Datu](/source/Datu)'' Mama Sinsuat, and Mayor Aminkadra Abubakar to form the Islamic Directorate of the Philippines.

[Libyan dictator Muammar Gaddafi](/source/History_of_Libya_under_Muammar_Gaddafi) donated funds to the Directorate to purchase land in [Tandang Sora](/source/Tandang_Sora), [Quezon City](/source/Quezon_City) for the construction of a [mosque](/source/mosque).

== Martial Law and self-exile ==
In 1972, with the [declaration](/source/Proclamation_No._1081) of [martial law](/source/Martial_Law_in_the_Philippines) by [President](/source/President_of_the_Philippines) [Ferdinand Marcos](/source/Ferdinand_Marcos), Lucman fled to the [Middle East](/source/Middle_East).<ref>{{cite web|title=ISLAMIC DIRECTORATE OF THE PHILIPPINES, MANUEL F. == Ninoy Aquino and Moro autonomy discussions ==
In exile, Lucman worked with opposition leader [Benigno Aquino Jr.](/source/Benigno_Aquino_Jr.) Aquino began discussing plans for Moro autonomy with Lucman, as an alternative to full Moro independence.<ref name="BenCal20100702" />{{dead link|date=November 2021}}

In 1983, it was Lucman who helped Aquino circumvent an order from [Malacañang Palace](/source/Malaca%C3%B1ang_Palace) forbidding Aquino the issuance of a passport so Aquino could come home to the Philippines from exile in Boston. Lucman obtained a passport for Aquino with the alias "Marcial Bonifacio" (taken from [martial law](/source/martial_law) and [Fort Bonifacio](/source/Fort_Bonifacio), where Aquino was once detained).<ref name="CorazonAquino20030821">{{Cite news |title=The last time I saw Ninoy |last=Aquino |first=Corazon C. |date=21 August 2003 |newspaper=Philippine Daily Inquirer |author-link=Corazon Aquino}}</ref>

== Personal life ==
Rashid Lucman was married to [Tarhata Alonto-Lucman](/source/Tarhata_Alonto-Lucman), the daughter of [Alauya Alonto](/source/Alauya_Alonto), the [Maranao](/source/Maranao) Sultan of Ramain.<ref name=mourns>{{cite news |last1=Umel |first1=Richel |last2=Rosauro |first2=Ryan |title=Lanao del Sur mourns passing of first woman governor |url=https://newsinfo.inquirer.net/1400983/lanao-del-sur-mourns-passing-of-first-woman-governor |access-date=28 February 2021 |newspaper=Philippine Daily Inquirer |date=28 February 2021 |language=en}}</ref> She was elected governor of Lanao del Sur in 1971, serving until Marcos removed her from her post in 1975. However, Rashid Lucman was first married to Bai Linang Datu-Dacula Lucman, his cousin, with Rashid Lucman’s first born, Bai Nomanayao Lucman Balt. After the death of his first wife, he contracted another marriage with a Syrian woman which started the Kuzbari-Lucman lineage with Rashid Lucman's second born, Bai Rohanifa Monaoray Kuzbari Lucman-Derogongan.

Rashid and Tarhata had seven children, namely: Aminullah, Bai Normalah, Norodin, Aminodin, Salahuddin, Lorraine, and Haroun Alrashid Alonto Lucman Jr.

== Death ==
The shock of Ninoy Aquino's assassination took its toll on Lucman's health, and he died the following year in Riyadh. It was 1984 – before the establishment of the [Autonomous Region in Muslim Mindanao](/source/Autonomous_Region_in_Muslim_Mindanao) in 1989 under Aquino's widow President [Corazon Aquino](/source/Corazon_Aquino).<ref name="BenCal20100702" />
