It was named for Pharmacist's Mate Second Class [Jack Williams](/source/Jack_Williams_(Medal_of_Honor)), who was posthumously awarded the [Medal of Honor](/source/Medal_of_Honor) for his heroism in the [Battle of Iwo Jima](/source/Battle_of_Iwo_Jima). The frigate was ordered from [Bath Iron Works](/source/Bath_Iron_Works) on 28 February 1977 as part of the [FY77 Program](/source/FY77_Program).
