The contents and phylogenetic position of ''Phrynopus'' have long been uncertain,<ref name=frost/> and many species once included in this genus have now been moved to other genera (''[Bryophryne](/source/Bryophryne)'', ''[Lynchius](/source/Lynchius)'', ''Isodactylus'' (now ''[Hypodactylus](/source/Hypodactylus)''), ''[Noblella](/source/Noblella)'', ''[Niceforonia](/source/Niceforonia)'', and ''[Psychrophrynella](/source/Psychrophrynella)'').<ref name=Hedges/> Hedges and colleagues placed it in 2008 in the family Strabomantidae, [subfamily](/source/subfamily) Strabomantinae.<ref name=Hedges/>

''Phrynopus'' are small to medium-sized frogs, from {{convert|14.5|mm|abbr=on}} snout–vent length in ''[Phrynopus auriculatus](/source/Phrynopus_auriculatus)'' to {{convert|54|mm|abbr=on}} in ''[Phrynopus kauneorum](/source/Phrynopus_kauneorum)''. Head is narrower than the body. Differentiated [tympanic membrane](/source/Tympanum_(anatomy)) and tympanic annulus are usually absent, except in ''Phrynopus auriculatus'' and ''[Phrynopus peruanus](/source/Phrynopus_peruanus)''. [Dorsum](/source/Dorsum_(anatomy)) is smooth to pustulate. Venter is smooth or
